Fix terminal handling of CoastDuring burn-coast-burn

Cleans up the logic in the entrance to terminal guidance a lot

This might break optimized boosters with precise shutdown of
upper aerobee stages or something like that (unguided but
shutdownable uppers).

That use case needs different handling, per the comment.
