Better Directory.Build.props support

For the MechJeb2 solution:

- MechJeb2/MechJeb2.sln.user should be deleted
- Default Windows/Mac/Linux steam locations should just work
- Override with KspDir in Directory.Build.props.user

Lets see if Jenkins can deal with the changes or not...
